In a bid to strengthen the leadership pipeline within the Nigeria Customs Service (NCS), the Customs Area Controller of Apapa Command, Comptroller Emmanuel Oshoba, has charged newly promoted Deputy and Assistant Comptrollers to demonstrate strategic readiness, integrity, and a commitment to continuous capacity building.
Speaking at the flag-off of a specialized training session organized for the recently elevated officers, Comptroller Oshoba underscored the need for leadership grounded in innovation and discipline, particularly as the Service pushes forward with far-reaching modernization reforms.

“Your promotion is not just a reward—it’s a responsibility. You are now leaders expected to drive the Service’s transformation agenda with clarity, knowledge, and integrity,” he said.
He pointed to the increasing complexity of Customs operations, noting that the NCS has moved from traditional procedures to a knowledge-driven model powered by reforms such as: “Advance Ruling System, Authorized Economic Operator (AEO) programme, Time Release Study, and One Stop Shop platform”.
These tools, he said, are central to enhancing trade facilitation, compliance, and risk management across Nigeria’s ports and borders.
Comptroller Oshoba urged the officers to see the training as more than a formality, but as an opportunity to build strategic thinking and leadership competence that would define their future roles in the Service.
“Some of you will be managing high-risk operations, overseeing junior officers, or safeguarding sensitive access systems. That demands not only technical knowledge, but ethical leadership and sound judgment,” he added.
He also highlighted the importance of peer collaboration and cross-command learning, encouraging officers to exchange ideas and develop networks that would improve coordination within the Service.
“You must be ambassadors of Customs core values—Justice, Honesty, and Integrity—especially as public expectations continue to grow” he stressed.
Oshoba assured that the current leadership under CGC Bashir Adewale Adeniyi, is committed to human capital development, with ongoing investments in training and retraining aimed at ensuring institutional excellence and reform sustainability.
The training course, hosted at the Apapa Command Headquarters, is designed to position newly promoted officers for the strategic and operational demands of their new roles.
