The Apapa Command of the Nigeria Customs Service (NCS) has reached a new milestone in revenue performance, collecting an unprecedented ₦304 billion in October 2025 — the highest monthly collection ever recorded by any Customs Command in the country’s history.
This performance, which surpasses the ₦264 billion recorded in October 2024, brings the Command’s cumulative revenue for the first ten months of 2025 to ₦2.4 trillion. The figure already exceeds the Command’s total collection for the entire year of 2024, underscoring a trajectory of rapid operational growth and efficiency.

Comptroller Emmanuel Oshoba, Customs Area Controller (CAC) of the Command, attributed the achievement to a blend of renewed commitment among officers, stakeholder collaboration, and a focus on technological transformation within port operations.
“This is only the beginning of greater exploits,” Oshoba stated. “Our focus is to build a system that is faster, more transparent, and capable of processing higher trade volumes while ensuring that no revenue is lost.”
According to him, the Command is preparing to launch a Drive-Through Scanning regime, expected to process an average of 150 containers per hour directly from the quayside — a move that will mark a major leap in trade facilitation within West African ports.
Oshoba also revealed that recently promoted Deputy and Assistant Comptrollers have undergone specialized in-house training designed to align their leadership with the strategic directives of the Comptroller-General of Customs, Bashir Adewale Adeniyi, MFR.
“While we’re achieving record numbers, we’re also strengthening integrity. Our officers are on high alert against under-declaration, wrong HS Code application, or any attempt to evade duties,” he said.
He noted that the introduction of the One-Stop-Shop (OSS) concept has streamlined all customs procedures, significantly cutting down clearance time and improving efficiency.
Oshoba further emphasized his personal commitment to trade facilitation, disclosing his recent unannounced visits to port access roads and meetings with the Nigerian Ports Authority (NPA) to ensure faster cargo evacuation.
“Trade cannot thrive if cleared containers linger in the port. We’re working with NPA and other partners to keep cargo moving — because when trade flows smoothly, revenue grows naturally,” he added.
Reiterating his call for cooperation among all port users, the Apapa Customs boss said the Command is poised to surpass all previous records before the year’s end.
“Our target is not just to break revenue records but to make Apapa a benchmark for efficiency, transparency, and stakeholder trust,” Oshoba declared.
