In a major step toward modernizing governance and improving urban development, the Lagos State Government today launched the Electronic Physical Planning Process System (EPPPS) — a comprehensive digital platform designed to overhaul how land administration and physical planning applications are processed across the state.
Officials say the new system will replace outdated manual procedures that struggle to keep pace with Lagos’ rapidly growing population and infrastructural needs. With the EPPPS, residents, developers, and professionals can now submit and track planning applications online, gaining access to a more transparent, efficient, and interference-resistant process.
According to the state government, the platform will significantly reduce delays, enhance clarity, and provide planners with high-quality data needed to guide safer and more organized urban development.

To support this digital transition, Lagos has equipped its planning officers with upgraded tools and training, ensuring a smoother shift from paper-based workflows to a fully online ecosystem. The initiative reinforces the administration’s commitment to the THEMES+ Agenda, and aligns with President Bola Tinubu’s Renewed Hope vision for a government that leverages technology to improve service delivery.
Encouraging residents to embrace the new platform, the government emphasized that the EPPPS is not just a technological upgrade but a critical investment in the future of Africa’s fastest-growing megacity.
“As our city grows, the old methods can’t keep up,” the statement noted. “This platform will help us build a Lagos that works better for all.”
With its rollout, Lagos signals a bold commitment to smarter planning, stronger institutions, and a more citizen-friendly digital government.
