Katsina State’s ambitious push for evidence-based governance and sustainable development has earned it national acclaim, following its second-place finish in the 2025 Subnational Climate Governance Performance Rating and Ranking.
Governor Dikko Umaru Radda described the recognition as proof that Katsina’s Green Growth Agenda is delivering tangible results through innovation, accountability, and proactive leadership.
“This recognition is a testament to our administration’s commitment to forward-thinking governance and environmental responsibility,” the governor said. “It shows that data-driven decisions and collaborative research can truly transform how we deliver public services.”

Special Adviser to the Governor on Climate Change, Prof. Mohammed Al-Amin, highlighted that Katsina’s climate governance reforms are not only theoretical but are producing visible outcomes across institutions and communities.
“Placing second among all Nigerian states sends a powerful message — our reforms are yielding measurable impact,” he said. “We are ensuring that climate action translates into real improvements in livelihoods, transparency, and service delivery.”
According to Prof. Al-Amin, the improved ranking reflects the success of deliberate investments in institutional strengthening, policy innovation, and increased climate financing. The state boosted its climate-related budget by 30 per cent in 2025 and rolled out new mechanisms for implementation and monitoring.
Among the standout achievements were:
- Institutional Coordination: Establishment of climate governance desks across ministries and stronger alignment with local governments.
- Policy Milestone: Adoption of the Katsina State Climate Resilience and Green Economy Policy (2024), aligned with national and international benchmarks.
- Financial Commitment: Expanded budgetary allocations to green projects and improved fiscal transparency.
- Digital Accountability: Introduction of Katsina Climate Watch, a citizen-oriented platform for tracking climate initiatives and results.
Developed by Prof. Chukwumerije Okereke and the Society for Planet and Prosperity (SPP), the Subnational Climate Governance Performance Rating and Ranking assesses all 36 states across five pillars — institutional structures, policy frameworks, budgeting, implementation and monitoring, and public engagement.
The 2025 edition, launched in Abuja by the Federal Ministry of Environment in collaboration with SPP, the UK FCDO’s Partnership for Agile Governance and Climate Engagement (PACE), and the African Climate Foundation, revealed Katsina as one of the fastest-improving states — climbing 23 places from the previous year.
Minister of Environment, Hon. Balarabe Abbas, lauded the top-ranking states and urged others to adopt the framework as “a blueprint for learning, reform, and climate leadership.”
The results, he said, demonstrate how structured, research-based evaluation can strengthen governance systems and accelerate progress toward a sustainable, low-carbon future for Nigeria.
