Operational reforms, tighter controls and stronger collaboration with port stakeholders have propelled the Tin-Can Island Port Command of the Nigeria Customs Service (NCS) beyond its 2025 revenue benchmark, resulting in one of its strongest fiscal performances to date.
The Command generated ₦1.576 trillion in the 2025 fiscal year, surpassing its assigned target of ₦1.524 trillion by more than ₦51.8 billion. The Customs Area Controller, Comptroller Frank Okechukwu Onyeka, disclosed this during a press briefing with journalists at the Command.
According to Onyeka, the achievement was the outcome of deliberate institutional changes rather than favourable trade conditions. He said improved discipline, professionalism and accountability among officers formed the backbone of the Command’s performance.

Revenue inflows were driven largely by bulk cargo imports, general merchandise and used vehicles. Onyeka explained that strict compliance with customs procedures, thorough cargo examination and accurate valuation ensured that all applicable duties and levies were fully captured.
A key reform highlighted by the Controller was the overhaul of the Command’s alert management system. By reducing multiple and unnecessary alerts, the Command was able to shorten clearance timelines, minimise bottlenecks and block avenues for revenue leakage.
“The streamlined alert process enhanced efficiency without weakening customs control,” Onyeka said, adding that the balance between facilitation and enforcement remained a top priority.
He also noted that continuous engagement with importers, licensed customs agents, terminal operators and shipping companies helped improve voluntary compliance and foster a more predictable operating environment at the port.
Beyond revenue, the Controller reaffirmed the Command’s role in safeguarding national security. He disclosed that intelligence-led enforcement operations resulted in seizures of prohibited and falsely declared goods, underscoring Customs’ resolve to enforce the law.
“Trade facilitation does not mean compromising security or economic integrity,” Onyeka stated, stressing that enforcement remained firm.
He assured that exceeding the revenue target would not lead to complacency, noting that officers and men of the Command remain fully committed to sustaining performance and strengthening compliance.
The Area Controller credited the Comptroller-General of Customs, Dr Bashir Adewale Adeniyi, MFR, for providing strategic leadership and driving reforms in automation, professionalism and stakeholder engagement, which he said were evident in the Command’s results.
Onyeka also commended stakeholders for improved cooperation, praised officers and men of the Tin-Can Island Port Command for their dedication, and acknowledged the media for responsible reporting.
“As we build on these gains, our focus remains transparency, efficiency and meaningful contribution to the Federal Government’s revenue objectives,” he said.
